9/23/2026 Discussion of Town Memo/Tentative Road Agreement
The road association gathered at Maggie’s house to discuss a letter that the road association received from the town. In attendence were Maggie & John Maxell, Thomas Gleeson, Debbie King, Judy Floster, Debbie Morgan, Maya Manseau
The town has been in discussion with Brian Merrill and are ready to create an MOU (memorandum of understanding) regarding both the road conditions and the cistern to be used in case of fire.

This meeting was called to address questions and concerns that the association members had, as well as to plan the full neighborhood meeting. The following concerns were discussed:
The letter includes the requirement that the home owners in the neighborhood create a formal road association. We discussed the fact that whether we are an informal or a formal association does not need to be part of this MOU. We feel that once the road work and cistern has been completed, we can work with all home owners to determine how we want to function. We agreed that we currently are taking responsibility for the road maintenance and plowing, and that this is a separate issue from the MOU. We would like to see that statement removed from the agreement.
We are being asked to select a single person to sign on behalf of all home owners. We feel that it would be more appropriate for three people to represent the neighborhood: one from Destinee Lane, one from Upper Fern, and one from Lower Fern. These representatives will need to be elected at a meeting of all home owners with a quorom present. We will ask one person from each home to be present at a meeting on October 10, 2026 at 10am to vote on these representatives. We are defining a quorum to be 50% + 1, and as we have 22 homes that currently participate in the road association, that would mean we would need at least 12 homes represented. Each home gets one vote. To ensure enough space for everyone, Maya has offered her business as the meeting location. Her business, House of Breath Sanctuary, is located at 4 Meserve Street, Naples, ME. Use the second parking lot on the left at the back of the building.
We discussed two things that are not included in the letter. First, no timeline is spelled out for the work to be completed. The timeline is important because if Brian will be doing work on the roads either this fall or next spring, we may not need to perform any additional road maintenance next year. At a minimum, we need to understand the timeline so that our communications to P&K are clear. The second question that we had was who would be overseeing the work. We want to make sure that any work is done to the standard that the town is requiring.
Maggie has been informed that the town intends to hold a public meeting with Brian, the town representatives and all home owners of Destinee Woods. Everyone will be permitted to speak and at the end of the meeting, they are looking to have Brian, the town, and the representative elected by the home owners sign the MOU so that the work can proceed. The town is supposed to be sending a letter to each home owner with 30 days notice of this meeting.
There was general discussion about the best method of communication. We have received feedback about people not liking the door knocks and letters taped to the door. We do not have contact information for everyone and many in the neighborhood have PO boxes instead of mailboxes. To that end, and to communicate more effectively moving forward, Maya offered to create this website. We will be collecting the following information from each home: Name, email address, mailing address, and phone number. The goal of this website is to provide communication out, as well as an easy way for home owners to communicate with us.
Next steps:
Maya to create the website and send it out for review with the associations members first, and then communicate to all of the home owners. The goal is to have the draft ready by Monday, the 28th and to communicate it to all home owners by October 3rd.
Maggie provided information that she had with names and contact info that she already has to Maya. Maya will compile a list and then the association members will divide and conquer to get the remaining contact info.
The larger neighborhood meeting will be held on October 10, 2026 at 10am. That meeting needs to be documented for the town that we gathered, with a recording of who attended, how a quorom was reached, and the names of the elected signers. The road association will meet prior to the larger meeting - on Monday, October 5 at 6pm at Maggies’s to create an agenda.
