Discussion:

1.     Thomas led the meeting and welcomed everyone in.

2.     We confirmed that a quorum was present.  With 22 homeowners in the neighborhood group, we had defined quorum as 50% + 1, which mean 12 homeowners needed to be present.  With 14 homeowners present, we confirmed that we had a quorum.  We had one additional homeowner arrive after the meeting started, so there were 15 households accounted for in the voting.

3.     Maya led a brief discussion about our new website www.DestineeWoods.com and that all communications would happen through either the website or through email going forward.  The major goal of the website is full transparency about how decisions are made and all documentation that we have.

4.     Payden provided a verbal report on the current status of finances.  The payment is currently being made to the vendor for plowing and we do have a buffer that will allow for sanding as needed.  We ask that if anyone is experience issues this winter regarding plowing or sanding needs or issues that people reach out as soon as possible through the website so that we can resolve the issue promptly.

5.     Maggie led us in a discussion of the letter from the town.  After general discussion, the following items were voted on:

a.     Maggie made a motion to exclude the wording in the MOU (memorandum of understanding) that the town had put forth regarding the we are required to register with the state as a formal road association.   Debbie King seconded the motion and Thomas led the vote.  At the beginning of the meeting, one orange piece of paper was given to a representative for each address number to ensure that there was only one vote per household.  All households voted unanimously for this wording to be excluded.

b.     Thomas then led the voting for the representatives to the town for this purpose.  It was agreed that three people would be nominated:

                                               i.     One from Upper Fern (designated as numbers lower than 70), one from Lower Fern (designated as numbers higher than 70), and one from Destinee Lane.

ii.     Scott Stasoiski was nominated for Lower Fern.

iii.     Debbie Morgan was nominated for Upper Fern.

iv.     Maggie Maxell was nominated for Destinee Lane.

                                              v.     Thomas made the motion that these people be selected, Debbie King seconded the motion.  A vote was held and these representatives were unanimously approved.

vi.     At this point, the signer was selected.  Debbie Morgan nominated Maggie, Debbie King seconded the nomination, a vote was held and Maggie was unanimously approved.

6.     Open questions that came out of the meeting:

a.     A question was raised regarding ownership of open space in our neighborhood.  Who owns the common space and who pays taxes on it?

b.     Where will the cistern go?  We would like to understand the proposed location.

c.     We would like to understand the timeline of when the road would be brought up to the specified standard.

7.     Action Items:

a.     Maya has agreed to add a contact information and a form to the website for plowing and sanding issues this winter.

b.     Maya has agreed to add a contact form in the spring to allow each homeowner to raise concerns about the road work to be done next summer so that the steering committee can work with P&K on how to address the most pressing issues.  In working with P&K this year, the focus was on how to address the areas that were causing issues for the most people.  There was recognition that areas that specific homeowners are dealing with – especially those at the ends of the roads – are serious and while they impact fewer people, all things need to be addressed.  The steering committee is also hoping that as Brian is upgrading the roads to the level specified by the town, that should help ease some of the current issues.
